Municipal Socialist Group Press concerning the actions carried out in the malls (15/10/2009)

Statement sent by PSOE:

As reported at the time, both in the media, as in Motion and pray in the House, but without any results, this year has made one of the worst performances on the two malls, both in numbers of trees affected, and the type of irregular cuts made that have caused countless tears, staggered cutting surfaces and chips, exaggerated cross sections, etc., which will exacerbate the decay processes of the courts and consequently poor progressive malls and Barranda Caravaca and the loss of more copies.

Also we said that this action has no apparent technical direction and out of the time it is considered suitable because they were cutting branches until the second week of last March, when the trees are beginning to sprout.

For this reason, before the recent demonstrations of Ms. Councilor of Environment, which nevertheless seems to return to defend the actions carried out on the malls, this Municipal Group requested, to be taken into account the technical report Deputy municipal manager of this group, which corroborates what we denounce, and I hope to bring some sense and discretion to prevent similar actions that threaten the conservation of Caravaca and Barranda malls.

Technical Report

Because of the pruning carried out last March in the alignments of plane trees [Platanus x acerifolia (Aiton) Willd.] Barranda and Carretera de Murcia, Caravaca de la Cruz (Murcia), at the request of Mr. Alfonso Sanchez, spokesman for the Municipal Socialist Group in the municipality of the city, the time of writing, performing an assessment of this work of pruning.

Any professional arboriculture knows very well that the reduction in the volume of a tree is headed by raw or practice with serious consequences in the medium and long term.

This type of pruning, regarded as exceptional would be justified only with an extreme situation and no other possible solution scenario is not applicable to the plane trees of the two malls, the only thing that may need maintenance pruning was to eliminate certain branch, so as to ensure the safety of persons and vehicles that ply these routes, branches, mostly, are the result of previous equally extreme and improper pruning.

That said, therefore, discuss the outcome of these cuttings from two points of view, the technical and legal.

1.

Prune from a technical point of view

As already said, any technician in arboriculture knows that drastic pruning aimed at reducing the crown of a tree have the effect of:

- The emergence of a mass of sprouts, issued both in close proximity to areas where cuts were made as in other areas, causing a disorder of the natural structure of the tree.

- A weakening of the tree to the insufficient energy production to meet the physiological demands, which adversely affects the tree's natural defenses to the healing of wounds, with the compartmentalization of decay or to attack by pathogens, to name a few.

- Likely pathogens attacks through wounds caused by pruning, many infections occur due to structural decay of wood fungi.

These decay have a significant long-term effect, causing a structural weakness in limbs, trunk and root system, which is a real risk of accidents.

- Acceleration of the aging process and reduction of life expectancy as a result of the continued weakening and structural decay.

Performing a simple visual analysis of the trees in the malls and Barranda Caravaca, and taking into account that took place in March, is obvious:

- The late time something they have done the work, close to the output of dormancy in this species.

- The virtual absence of pull-sap branches close to the cutting location of the branches.

These branches pull-saps are tasked to promote healing of cuts and reduce the massive appearance of shoots or "suckers."

- Cuts made away from the few twigs and possible pull-sap, which favors the formation of a stump of dead wood will be attacked by parasites that give rise internal rot.

- The existence of some snags, sometimes in considerable diameter, in short, as in the previous case, are dead wood and door of parasites.

- The presence of some little cuts and tears clean the crust will have great healing problems, especially those of large dimensions.

2.

Prune from a legal standpoint

After contemplating the state in which trees have been both alignments following the work of pruning, and in light of the provisions of Caravaca PGMO, which includes both catalog alignments within the Special Protection Area for its scenery, manifesting relation to their protection

"It will prohibit any use that involves transformation of their fate or nature, infringes the specific value you want to protect or violate the particular limiting regime established by it." ....

We believe that clearly breached the PGMO, because although allegedly given for good work done and is not considered that pruning harms done the specific value of the trees to be protected, is more than evident that his interest has been seriously eroded landscape with this unnecessary and clumsy performance.

The same PGMO of Caravaca said regarding the protection of heritage trees within whose inventory are the plane trees of the road-Murcia Caravaca purpose of this report, that "the pruning, if deemed necessary shall be conducted by a qualified technician. "

In relation to this, imagine that the Act was intended to protect trees, because if necessary the intervention of a qualified arborist, specializing in works of pruning, ensure that they would be carried out with the right techniques and within the principles governing the discipline agriculture.

In view of the comments in the first paragraph of this report regarding the results of pruning carried out in the plane trees, it is clear that there are only two possibilities: either hired a qualified technician who was not present during the completion of pruning, and if it was decided to look the other way, or not hired a qualified, which seems more plausible in light of the pruning done, in which case it would breach again PGMO.

We end this report speaking from the heart and saying that, apart from considerations about technical and legal aspects of prune, just look to the state that have been trees on an individual basis, and malls as a whole, which paradoxically are declared scenery, to realize the insensitivity of those responsible for this deplorable action, demonstrating with their actions, first and most importantly, a contempt for causing the trees themselves irreparable damage, and second, a disregard for their own citizens who deprives of contemplation and enjoyment of this valuable heritage.
