Press release from the Municipal Socialist Group in relation to the new football stadium (19/02/2009)

The paralysis and irregularities found in the realization of a new football stadium with the land planning situation of the current soccer field, the Municipal Group Socialist states:

First we recall that in August 2006 the City of Caravaca awarded to a joint venture (Joint Venture Company), consisting of buildings Villegas, along with two other builders, both the football field, "The Mora" as the municipal swimming pool for housing.

In return, the said joint venture had to do a significant volume of works in the village, and a new football stadium with a capacity of 3,000 locations, under the standards of FIFA, with all necessary services, parking and vehicular access.

With regard to works in the village, we can say that they have done for the most part, though not all are delivered (under Gran Via, Tracks Salvador, new outdoor pool, Park "Garcia Esteller" Interpretation Centre "Los Molinos", ...).

The problem is that the main objective of the award has not been met, ie the construction of the new stadium, since that day would have to be fully completed, since the works had started in the first quarter of 2007, with a lead time of 14 months.

We must say that not only the company failed in his moment with his hand, something the current situation of the sector will be difficult now, but that neither the City Council has done.

This is so because in the first place was to have carried the amendment (to our knowledge structure) of the General Plan, as set out the specifications to perform then the new stadium, given that the land provided by the urb.

New Caravaca have a preferential use residential (UR-NS), so that they are accurate equipment.

Second, the City Council has not taken us to know any determinations pursuant to the specifications to enforce the contract with the joint venture and ultimately come to the resolution of the same or at least its extension for reasons covered by we understand that this situation should not be postponed any longer and in that sense this group is studying municipal appropriate initiatives, with the limited explanations given so far by the government team.

The problem that we are now is that while the joint venture has not fulfilled its core commitment, the Governing Board has no objection to approving the conduct of the Special Plan (PE-5) to develop in the current soccer field , at the initiative of that joint venture, when the General Plan itself does not allow it until there is delivery of the new stadium, and it did not satisfy this, we find a complicated urban situation as it relates to the field of "The Mora ", which can also be definitely out of management.

On the other hand, the termination of the contract has serious drawbacks because the City Council would have to assume in whole or in part the cost of the work already completed.

However, from the socialist ranks, said Alfonso Sanchez, have always opposed to this process, especially by the way has been developed, meaning that the land of the current soccer field occupy a strategic location for future urban development Caravaca and that in any case should be reserved within the municipal heritage poor soil, so that another use have always believed that it was mainly for actions to promote affordable housing public understand some of what can be on time.
