The difficult economic situation which is the city of Caravaca, with a debt exceeding 36 million euros, after having to undergo an Adjustment Plan for payment of debt to suppliers, almost impossible to conclude works Multifunctional Center of Culture, better known as the future Hall.
From a budget of 12 million euros for the works, the City is awaiting contribute 3 million euros, not provided in the Plan of Adjustment, which together have had to bear the arrears of the part funded by the Autonomous Community, this is a clear risk that the builder can terminate the contract awarded and paralyze the works for non-payment, with the extra costs this would entail for the council.
In fact, as stated by Alfonso Sanchez, "the works should be completed and delivered late last year and yet are still in phase structure as a result of the continued deferral of payments."
He adds "we mean that its conclusion is not a priority within the pressing needs demanded by citizens, mainly to have guaranteed the performance of basic services of the City Council, without ever being subjected to increased pressure of taxes."
That is why we consider the need to revise the project to suit the circumstances.
We have therefore proposed that the House agreed to review the project and renegotiate the contract with the contractor, differentiating (possibly) several stages of implementation which demonstrate outstanding part and leave the others as well as reduce or eliminate if be non-functional elements, shocking and unnecessary as the big glass towers.
