Regarding the reports requested by the opposition groups (C's and PP) regarding the payment of the loans formalized by the municipality without budgetary allocation I would like to state that one of the reasons that has prevented observing more that were being carried out These non-appropriated payments are the ICO (Official Credit Institute), makes payments directly to the banking entities with which the city has a loan agreement, in relation to the credits object of refinancing through the Debt Management Fund.
When the new controller detects in the execution of the budget that these payments have been made without appropriation, we put to work in the liquidation of the same, waiting to know if the result of the remaining treasury will allow us to cover the amount paid and not reduce the Budget of 2017, which, if not positive, would have been reduced.
Well, the result of the settlement of the budget for 2016 yields a positive cash surplus of more than 3,600,000 euros.
This is a result of the good management that is taking place from this city, since, in addition to having executed close to 90% of the budget for 2016, we have achieved an economic improvement in the way we manage to provide coverage to the Loan maturities.
I would like to add that we, the government team, when it comes to shaping the budget, we only intervene in voluntary expenditures, which affect mainly Chapters II, IV and VI, current expenses, transfers and investments.
Around these three chapters is where we draw our line of political action and therefore, we do not intervene in the firm and permanent obligations that must be contemplated in the remaining chapters of the spending budget, which are the responsibility of municipal intervention.
As a result, there is an intervention report of 02/25/2016 where it is recognized that in Chapters III and IX of the budget for 2016, relating to Public Debt, sufficient credits had been provided for the payment of amortization and interest payments Of the loans arranged by the city council for last year.
No one can question the report of an intervener, but rather consider that, in any case, these amounts were sufficient to meet the expenses committed in the loan operations to come in this report thus collected.
The opposition is customary to alarm people, rather than presenting alternatives.
They always speak of constructive opposition, although they rarely exercise it.
This matter has been solved thanks to the good economic management that has been achieved from this government team that criticize so much, the same one that has managed to obtain a magnificent result in the remaining treasury of 3,600,000 and that will allow to solve this affair.
