The Caravaca de la Cruz City Council enables a point for the deposit of agricultural pruning remains in order to collaborate with farmers in the correct management of them in compliance with the latest Order in the Ministry of Water, Agriculture, Livestock and Fisheries of the Region of Murcia - in force since the beginning of the year - which prohibits the burning of stubble and other plant remains except for justified phytosanitary reasons.

The councilors for the Environment and Agriculture, Ana Belén Martínez and José Antonio García, respectively, have reported on this initiative that, although it is not the direct competence of the City Council, it does seek to be alongside farmers as much as possible and mitigate this related problem.

with the primary sector and the environment.

The agricultural pruning deposit point is a free service that starts up this Friday, March 5, and is aimed at those professionals or agricultural enthusiasts who do not have the possibility of managing agricultural remains through another authorized alternative.

It is located in the facilities known as the Livestock Market, in the Venta de Cavila Industrial Estate, and will remain open on Mondays and Wednesdays (from 8:00 a.m.

to 3:00 p.m.) and on Fridays from (4:00 p.m.

to 8:00 p.m.).

The place will be guarded by municipal personnel and later the remains will be treated by an authorized manager, whose cost will be borne by the City Council.

The requirements to deposit pruning plant waste in this municipal service are to be a farmer in the municipality of Caravaca de la Cruz, fill out a form that will be provided when accessing the facilities and deliver a copy of the DNI and the Registry of Agricultural Operations (and if not available, a cadastral certificate).

The councilors responsible for the areas of Agriculture and Environment have taken advantage of the announcement of this municipal measure to support the sector to offer details of the Order of December 30 of the Autonomous Community of the Region of Murcia, which only allows burning controlled in exceptional situations as a phytosanitary measure to prevent or mitigate the spread of pests or achieve the eradication of harmful organisms for certain crops.

In these exceptional cases of controlled burns, the circumstances must be accredited in accordance with the procedure indicated in the aforementioned regional order.

First of all, the owner of the holding has to submit a request addressed to the General Directorate of Agriculture, Industry and Cooperativism at the Single Window or at the electronic office, accompanied by the completed model of the responsible declaration and a technical report issued by an advisor in Integrated Pest Management, registered in the Official Register of Phytosanitary Defense Medium Producers and Operators (ROMO).

If the place of the burning is also less than 400 meters from the forest area, river or boulevard, the same registered documentation must be sent to the Sub-Directorate General for Forest Policy through the email prevencion.incendiosforestales@carm.es .

Finally, the favorable report on the prevention of forest fires must be transferred to the City Council - along with the rest of the documentation presented to the Ministry of Agriculture - so that it is aware of and adopts the appropriate environmental and public health measures in the exercise of municipal jurisdiction on air pollution in urban areas.

"From the City Council we offer to provide all the information and advise them in the procedure, in addition to enabling this deposit point that, without being direct municipal competence or a definitive solution, helps mitigate this problem", said the mayor of Agriculture, José Antonio Garcia.

From the Ministry of Agriculture of the Region of Murcia will open a call for aid soon that will allow farmers to purchase firewood shredders or other machinery aimed at improving the performance of farms.

"This long-awaited and demanded measure is the result of the prohibition of the burning of remains and of the need to carry out a recovery of these waste, either by shredding or by treating it with an authorized manager, as indicated in the Order of December 2020, "explained Ana Belén Martínez.
