The Caravaca City Council promotes measures in coordination with the Ministry of Education and the centers themselves to facilitate the development of the academic year (25/08/2020)

After the meeting held with educational managers in the Region, the Department of Education holds a round of meetings with the directors of the centers and will convene it with the parents' associations to convey the information, collect proposals and announce the measures that at the municipal level already they have been adoptedAlthough municipal powers in educational matters are limited, a battery of measures has been implemented with disinfection plans or access control plans for schools, institutes or special education centers.Likewise, a Municipal Educational Monitoring Committee of COVID-19 is proposed, as well as the creation of the figure of the Guardian Police, as an agent dedicated exclusively to the educational field and that, in this course, will have a special impact on raising awareness against the coronavirus among the child and youth populationOther actions that are being worked on is the creation of a COVID-19 Volunteer Network, aimed at citizen collaboration to carry out tasks such as support for family conciliation or school reinforcementAlso noteworthy is the collaboration agreement between the City Council and the Spanish Red Cross aimed at young people in situations of social vulnerabilityAfter the telematic meeting held with the heads of the Ministry of Education and Culture of the Region of Murcia, the City Council of Caravaca de la Cruz conducts a round of contacts with the educational agents of the municipality to convey the information, collect their proposals and announce measures that at the municipal level have already been adopted in order to face the beginning and development of the academic year.Within these meetings, the mayor, José Francisco García, - accompanied by the councilors of Education, Citizen Security and Health-, has held a meeting with the directors of the municipal schools and then the face-to-face and telematic calls will continue with those responsible for Secondary and parents' associations."Although our competences in education are practically limited to the basic maintenance of the centers, given the current epidemiological situation, the City Council makes an extra effort and has worked on a battery of measures for this beginning of the year that is faced with special uncertainty and seriously threatened by the incidence of the pandemic, "said the mayor, thanking all the contributions and cooperation of the entire educational community.For his part, the Councilor for Education, Pepe Fernández Tudela has pointed out that, "despite the fact that the meeting planned by the Ministry of Education of the Government of Spain with the autonomous communities - where measures will be agreed upon and specified for all national centers , which is called for the too late date of August 27, from the Caravaca de la Cruz City Council we consider that the responsibility was to advance the duties and, therefore, we have been working for weeks on the competencies that affect us and we are totally available to the rest of administrations, addresses of the centers and associations of fathers and mothers for everything in which we can collaborate or transmit to the competent bodies ".Municipal measuresAmong the announced initiatives is the launch of a Municipal Educational Monitoring Committee of COVID-19, which will now be made up of the directors of the centers and the councilors of Education, Public Services and Citizen Security.

This will be convened periodically and the indications of the Ministry of Education will be worked on and criteria will be homogenized with all schools and institutes.Likewise, in close cooperation with the Department of Citizen Safety and Traffic, we are working on an Access Plan for educational centers to properly coordinate entrances and exits and avoid crowds.

For this, the Local Police will be involved, in collaboration with Civil Protection.Another measure promoted by the area directed by the mayor José Santiago Villa is the creation of the figure of the Police Guardian, an agent with specific training dedicated exclusively to educational and social work, which at this stage will have a special impact on the measures directed to the child and youth population for awareness and prevention of coronavirus.

Among other functions of the guardian police is the fight against school absenteeism, road safety, healthy habits among children, the approach of the Local Police to the child / youth population or improving coexistence in the school and family environment.The Cleaning and Disinfection Plan is also a key point, with the direct cooperation of the Department of Public Services.

In this sense, the City Council advances that a joint contingency plan is being defined with the service concession companies, educational centers and the City Council based on the minimum cleaning requirements established in the new security regulations.

The municipal cleaning service has also planned to reinforce disinfection outside the Educational Centers three days a week.One measure that is being studied is the creation of the COVID-19 Volunteer Network, aimed at educational collaboration in the coming months, with the performance of various tasks, such as help in access to centers, school reinforcement, support to the reconciliation of family and work life, disinfection, and so on.The collaboration agreement between the City Council and the Spanish Red Cross aimed at young people in situations of social vulnerability is another of the reinforcement initiatives for this course.

The agreement consists of carrying out a project aimed at young people between 4 and 14 years old, with socio-educational monitoring, which includes periodic meetings with families with the aim of offering them educational guidance, school reinforcement, leisure activities and free time and coverage of basic needs to alleviate the digital divide, with provision of electronic devices and SIM cards or school kits.The City Council of Caravaca also makes various municipal facilities available to the Autonomous Community with the aim of improving conciliation or making it possible to reduce the ratios or number of students in the event that the spaces are adapted to the homologation.

Among the list of assignments of possible spaces are the CEIP San Francisco, the assembly hall of the House of Culture, the Hall of the House of the Cross, the projection room of the Museum of the Party or, in the morning , the 24-hour Study Room, the building that houses the National Distance University (UNED), the School of Languages ??or the Conservatory.

The possibility of reaching agreements with private facilities that may qualify has also been offered.Regional Plan for the start of the courseDepending on the evolution of the pandemic, the Ministry of Education has several planned scenarios.

At this time, the blendedness model has been chosen, motivated by the current epidemiological situation in the Region of Murcia.During the days of non-attendance at the center, the students will be provided with the work to be done through the explanations of the teachers with live videoconference or through video lessonsThis scenario has different additional measures to support schools, such as the hiring of 800 teachers for Primary and Secondary.The centers will have a budget of 10 million euros for the improvement of the facilities and additional expenses for equipment of sanitary hygienic material, as well as with more than 2 million euros for the reinforcement of cleaning.

In addition, about 18 million will be invested in the digitization of educational centers.As a result of the new scenario and to promote conciliation, the Department of Women, Equality, LGTBI, Families and Social Policy will offer a new line of aid to municipalities for this purpose.

This line is in addition to those already announced by the Employment Department.
