From the Municipal Socialist Group we are forced to give accurate and detailed information on the situation that has caused the Ministry of Finance to force the Caravaca de la Cruz City Council to dispose of up to three million euros of the municipal budget approved for 2020. We are not willing to let them manipulate the information and attack us trying to make the people of Caravaque believe that this whole matter corresponds to our stage, because it is not like that. Now they disguise themselves as saviors, but what they do not say at any time is that the problem that exists in the City Council comes from the great debt that the PP created in the 16 years it was there.
Debt that comes from the famous UTE and the aid that came to pay suppliers in 2012 and 2013, 32 million in total.
Let them not come to deceive us now and assume their responsibility. In 2012, the City Council, governed by the PP, had to adhere to an Adjustment Plan, due to its lack of liquidity and that is when the Ministry of Finance is the guarantor that we comply with the measures that are required of us each year.
That was when the Ministry intervened and rescued us and therefore obliges us to comply with a series of measures and audits us annually. This problem has been dragging on since 2014, when the Ministry told them that they had to lower operating expenses by 5% in the 2015 budget, which not only did they not do, but they increased them by one and a half million compared to the figure that the Ministry of Finance proposed. When we prepared the 2016 budget, we complied with the Ministry's requirement and reduced the budget by 5%, but compared to the last one approved by the PP, that of 2015. In our four years of government we have met all the requirements that the Ministry of Finance has made us, but it is at the end of 2019, in December, when the General Secretariat for Autonomous and Local Financing issues a request where it already advises the City Council to proceed to the adoption of new or greater measures in the 2020 budget, to comply with the commitments made in the adjustment plan and that before taking the draft budget to the Plenary for approval, they had to send it to the Ministry for review and give them the go-ahead. But they ignore this requirement and take the budget directly to the Plenary without going through the Ministry.
What's more, instead of lowering expenses, they increase them considerably.
Chapter 2 increases by one million euros and operating expenses (chapters 1 and 2), which is where the Ministry tells them to go down, rises more than 3 million euros, compared to 2019. It is in the face of these breaches when the Ministry of Finance says 'enough is already' and issues a report in which it conditions the entry into force of the budget on a series of requirements and tells them that it must be reduced by about six million euros. The Ministry remains firm in its position and after exempting the mandatory sentences for the City Council from the reduction and allowing the 5% decrease in operating expenses to be distributed between 2020 and 2021, the money to be declared not unavailable this year amounts to almost 3 million euros.
