The planned location for the development of the center is the Polígono Industrial de Cavila and, specifically, a part of the facilities of the old cattle market, which has been in disuse for decades. The work is being carried out by the Biomasmur Operative Group, established to stimulate and promote the bioeconomy and the circular economy by introducing innovative aspects in the biomass sector. The counselor Luengo has highlighted that "the use of innovative tools, such as the implementation of its own regional forest certification system and the promotion of biomass, contributes to the survival of rural areas in the face of climate change".For his part, the mayor, José Francisco García, stressed that "Caravaca is considered the strategic geographical location for this regional logistical center of forest resources, since, in addition to being close to biomass, it has adequate spaces and communications".

In this sense, he stressed that "it represents an important commitment to rural areas and their survival with innovative models that promote the bioeconomy, the circular economy and, therefore, the fixation of the population"."We are talking about the environment and development, employment and a commitment to clean energy, through sustainable forest management and the socio-economic values ??of the rural environment", stressed José Francisco García, who pointed out that, "although there is work ahead, the starting point has been months of study that translate into the presentation of this project ".The Region of Murcia has 511,294 hectares of forest area, which represents 45 percent of the total regional area.

A good part of this wooded forest area is located in the Northwest Region, made up of the municipalities of Calasparra, Cehegín, Caravaca de la Cruz, Moratalla and Bullas.

In this region the forest area amounts to 141,331 hectares, 28 percent of the forest area of ??the Region.

And within this region, Caravaca de la Cruz stands out, with a forest area of ??39,703 hectares.Luengo highlighted that this important regional forest area, "in addition to offering relevant ecosystem services, such as hydrological correction or the function of carbon sink, can produce significant economic benefits and promote rural development and the socio-economics of rural areas, highly affected by unemployment and depopulation, through the valorization of forest products obtained from these areas ".To carry out these activities, the Biomasmur Operational Group is developing the project of a Biomass Logistics Center, which will serve as a meeting point for regional forestry companies and innovative machinery for the production of standardized and certified biomass. The partners of the Operative Group are Ingeniería del Entorno Natural SLU, a forestry and environmental engineering consulting company, with more than 10 years of experience in the forestry sector of the Region; Profomur, the most important Association of Forest Owners in the Region of Murcia, formed by 219 private forest owners, with a total of 62,000 associated forest hectares, which was founded in 2005; and Ingeniería Quipons SL, with extensive professional experience within the forestry sector, whose activity is mainly developed in sustainable forestry management.Biomass refers to all organic matter from plants and animal waste that can be transformed into energy, as well as residues from agricultural activity, waste of forest origin in sawmills such as sawdust, bark, pruning, branches and other usable urban nature.Rural Road ImprovementsThe mayor thanked the Autonomous Community for the investment of 800,000 euros in rural roads and the next call for 177,000 euros.

However, it has agreed with the counselor that new financing formulas must be found for the improvement of these rural roads because there are many needs and deficiencies in this matter in a municipality of such an extension."Rural roads are essential for the mobility of the population and for the development of agricultural and livestock activities," he said. The Ministry of Water, Agriculture, Livestock, Fisheries and Environment will carry out the conditioning of two rural roads in the municipality of Caravaca de la Cruz, with a budget of 800,000 euros, distributed in the 2020 and 2021 annuities and with a deadline of execution of the works of four months.

In this case, the Casa del Pino (2,364 meters) and Casa Grande (4,252 meters) roads will be prepared. These roads present damages or deficiencies that are not compatible with the provision of an adequate level of service, for which the necessary actions will be undertaken for their conditioning, in such a way that they allow the normal traffic of vehicles along their current route, ruling out the construction of new routes. In addition, it has been decided to group the roads into a single project, which brings environmental and economic benefits, since conditions of geographical proximity and a similar technical solution have been taken into account.

With this, an optimization of the transport and use of diverse heavy machinery necessary for the agglomeration of the roads is achieved. The project is part of the Rural Development Program of the Region of Murcia and is financed 63 percent by the European EAFRD fund, 11.1 percent by the central Administration and 25.90 percent by the Autonomous Community , corresponding to Phase VII of awards.
