The Caravaca City Council promotes a Digital Transformation Plan for small businesses and aid for adapting the business to security regulations (07/05/2020)

"If the request made by the Region of Murcia to the Ministry of Health to enter phase 1 of de-escalation is granted, next Monday we would take an important step to return to normality, in which restaurants, shops and other public establishments would begin to recover the activity with restrictions, something very necessary for the local economy and for the daily life of the caravaqueños, but which requires responsibility and another extra effort to do it progressively and according to the regulations that the state of alarm dictates ", highlighted the mayor, before reviewing some of the municipal measures. José Francisco García has made reference to the "immense sacrifice that the sector is making, assuming a great cost for the benefit of health and the general interest, so that, as soon as circumstances allow, all the neighbors have to bet, more than never, for the commerce and the local hospitality ". The initiatives proposed by the Caravaqueño City Council have been studied and analyzed in open telematic meetings that the mayor, José Francisco García, and the councilor responsible for the area, Ana Belén Martínez, have already held with 60 caravaqueño merchants and hoteliers, in which they also Municipal technicians from the Economic, Employment and Local Development areas participate. The first measures are divided into three blocks, those of an economic nature, those of adaptation to safety and hygiene regulations and those of promotion to the sector.

Among the first is the elimination of the occupancy rate of public roads until the end of the year, the suppression of 100% of the garbage collection rate while the state of alarm lasts or the deferment or fractionation of any other tax payment municipal. Likewise, the Department of Commerce wants to carry out measures of flexibility of occupation of public roads and has started an individualized study of the possibilities of each establishment in terms of increasing the surface area of ??the terrace so that they can comply with security measures and continue their activity within of the decrease of the allowed capacity. The City Council will also allocate a grant of 20,000 euros to adapt the premises to safety regulations, subsidizing part of the investment made up to a maximum of 300 euros.

Training courses on protection, hygiene and safety will also be promoted. Among the measures to promote the sector is a Digital Transformation Plan for Small Commerce, which, as detailed by the Councilor for Commerce and Hospitality, provides free training and tools for adapting the business to the digital and technological field. Another of the measures agreed with the sector has been the carrying out of a campaign that will consist of multiple actions to create and consolidate the Caravaca brand as a safe center for purchases and services.

The campaign aims to promote the benefits of local shopping and the circular economy, as well as to reinforce the position of Caravaca as a reference point for the Northwest and municipalities in neighboring provinces. In conjunction with the Association of Merchants and Hoteliers, work is also underway to reorganize and adapt the calendar of fairs and events. As for the Weekly Market, the City Council has informed that it will be installed again on Monday, May 18, at 25% of its capacity and starting with the points of the essential food activity.

"It has been a consensual decision with the market traders themselves, since without having confirmation from the Government or official regulations published in the BOE, it was hasty and risky to buy the genre, so we agreed to wait one more week to organize better and with greater guarantees ". Telematic meetings with merchants The Department of Commerce will hold weekly telematic meetings while normality is restored.

"This allows us to work as a team and have direct contact by listening, sharing and attending to the best of our ability all those doubts, needs or problems that this unprecedented situation of unemployment has caused in the sector," said the mayor.

The priority objective of the meetings, in which 33 merchants and 27 hoteliers have participated, has been to prepare phase one of the de-escalation, which, if granted to the Region of Murcia by the central government, would allow, starting next Monday, 11 May, the opening of public establishments under a series of restrictions subject to the Royal Decree of the State. The president of the Autonomous Community, Fernando López Miras, transferred to the mayors that, after analyzing the reports of the regional services of Epidemiology and Public Health on the evolution of the coronavirus pandemic, the Ministry of Health has been formally requested to leave behind the current Phase 0 and advance in the de-escalation. Pending the decision of the Central Government, Phase 1 would allow, among other things, to open restaurants and bars with terraces, although at 50% of their capacity.

Also reopen the hotels, except for the common areas and with restrictions on restaurants.
