The Caravaca de la Cruz City Council approves the most social budget in its history in the first telematic plenary session (30/04/2020)

In the plenary session, the Councilor for Finance, José Carlos Gómez, stressed that "Caravaca already has a basic tool for municipal management that is more in line with the health, economic and social emergency situation that we are experiencing, which has involved an effort by all the councils to reorient the political project to current priorities.

" From the Treasury area, reference was made to some items that are experiencing an increase, among which the family, social services and social promotion stands out, amounting to 784,468 euros, with a rise of more than 218,641 with respect to the previous budget.

Those destined for industry and business promotion increase its budget to 272,700 euros and those for employment are also reinforced to 300,000 euros. The municipal budget was approved with the votes in favor of the councilors of the government team and the abstention of the Municipal Socialist Group.

In the same one of the amendments presented by the Socialist Municipal Group was included, which eliminates a 2,000 euros item of protocol expenses, which passes to the item of social measures to mitigate the effects by COVID-19, adding an amount of 105,000 euros. The mayor said that it is "the largest social budget in the history of the municipality" and thanked the support for it to go ahead "at a momentous moment, when the municipalities must strengthen their closest administration character to the maximum." "Within the competence and economic limitations of the local administration, the objective is to put all possible resources so that no person is left without having their basic needs covered," recalled the Minister of the Treasury. The municipal budget amounts to 24,286,000 euros.

Expenses have been estimated at 24,257,542.29 euros.

In this sense, Gómez has reported that "although the initial draft of the Budget reflected a surplus of 400,000 euros, the circumstances arising from the health crisis have led to the decision to reduce this surplus to 29,159.8 euros, allocating the rest, 328,000 euros, to urgently needed measures in favor of those most disadvantaged by this situation.

" In addition, the municipal contribution to the Northwest Community of Social Services has increased by more than 50,000 euros, and by more than 20,000 in the home help service. In the Income chapter, the accounts foresee a total of 24,286,702.06 euros, which represents an increase compared to the year 2019 of 556,558.40 euros.

"We have wanted to be prudent in this chapter, although measures to improve collection have been taken into account, such as the agreement with the Tax Agency, the update of the population register and the cadastre or the incorporation of the General Administration Technician to the area of Urban planning that will improve income levels, "he detailed. In the section on investments, actions and improvement of services, the municipal accounts reflect the asphalting and improvement of rural roads; the renovation and improvement of the Municipal Pool; the opening of the La Almudema hostel to carry out youth exchange programs; an improvement plan in the educational centers of the municipality; the incorporation of eight new agents in the Local Police or the acquisition of land for the construction of the new Fire Station, among the most important. Another of the items included in the agenda of the ordinary plenary session was the reporting to the Municipal Corporation by the mayor, José Francisco García, of the municipal measures and efforts within the coronavirus crisis.

José Francisco García reviewed more than a hundred aspects addressed from last March 9 to the present time, thanking all the professionals and volunteers who are working at the head of different essential services and in general and all residents of Caravaca de la Cruz for his responsibility and behavior during the state of alarm. On the other hand, in plenary session, with the votes in favor of the government team and the abstention of the Municipal Socialist Group, the proposal to move the holidays from the local labor calendar was approved, proposing as new dates on Saturday, September 12 and Monday, September 14 .

The Official Gazette of the Region of Murcia published in its edition of this past Wednesday, April 28, the resolution to suspend the two days of local festivity (May 2 and 4), motivating this decision the state of alarm established by the Royal Decree 463/2020. Finally, a battery of requests presented by the Municipal Socialist Group related to the management of the coronavirus crisis and other matters of municipal competence were put on the table.
