From the Municipal Socialist Group we demand the mayor and the councilor of Public Safety to give explanations on a procedure in which they have not taken into account the merits and professionalism of the current staff of the local police of Caravaca De la Cruz
The municipal group of the PSOE of Caravaca de la Cruz, in relation to the recent appointment as Inspector of Local Police of Caravaca (previously called Sergeant), considers that this has been a fleeting appointment, hidden in its processing, and evidently premeditated by the current Government team.
We want to express our disagreement with the procedure and specify the following in this regard:
First of all, we consider it unjustified to grant this position through a Service Commission for the existing vacant position of Sergeant, now called Inspector, through this "finger" system.
It is recalled that the coverage of said position is contained in the List of Jobs (RPT) of this Hon.
City Council, for its call in Internal Promotion and not by the system used by the Service Commission.
Secondly, the system that has been used, "Service Commission", can only be or should be carried out, in case of urgent and urgent need, an issue that must be justified.
Previously there was a Corporal (now called Subinspector) that exercised such function and in case of resigning it, there are two more subinspectors in the Local Police Corps of Caravaca, who could exercise such function, until the legal summons of the Inspector position.
Third, as established in the Consolidated Text of the Basic Statute of the Public Employee (TREBEP), according to Art. 78, "Public administrations will provide jobs through procedures based on the principles of equality, merit, ability and advertising. "
There has not been a publication where access was established to be able to opt, even in this exceptional way, for the position.
Given this manifest lack of PUBLICITY, there was only one option: to process with secrecy, without equality and without merit and capacity, or anything.
That is, total opacity.
Fourth, and where we consider the situation to be aggravated;
or rather for us it is clarified.
Currently in the staff of the Local Police of Caravaca, only one of the three Subinspectors meets each and every one of the requirements required by law to be able to promote the immediately superior category.
Or, maybe it doesn't bring them all together?
For this government team there is a stumbling block, whose last name is "SORIA".
Although this official is in terms of qualification: Degree in Criminology by the UMU, Higher Diploma in Criminology, with continuing education in police competitions, currently a Law Degree student, with more than 25 years of service in the Local Police of Caravaca, (12 years as agent and more than 13 as Subinspector or Corporal), always exercising in his hometown.
From the Municipal Socialist Group we understand that the merits set forth above have not been taken into account by the Government Team, but that its surname has prevailed as "Soria", that is, it is the brother of the current councilor of the Socialist Party of Caravaca from the cross.
Fifth, given the above points, we reasonably believe that there is obvious discrimination on the part of the government team to this official who, meeting all legal requirements, with proven experience, training and knowledge of our municipality, is deprived of his choice to a place that is vacant after 26 years.
Therefore, we conclude that, whether the mayor, or the Councilor for Public Safety, by hype and saucer, pledged to adequately provide this essential service by supporting internal promotion and recognizing the merits of the staff, praising the professionalism of its members, and its commitment to all caravaqueñas and caravaqueños, we ask ourselves:
What are the real reasons for this decision, to bring once again, to an outside official to exercise said Headquarters?
A person who initially being natural of another population and not having exercised in Caravaca, is unaware of the workforce, of the operational peculiarities referred to municipal parties, cultural and sports events and other customs of the municipality.
What is the reason for not calling the place in legal notice?
And, at the budgetary level, have the assumed cost differences been assessed?
It is no longer just the economic difference from the transition from Subinspector to Inspector.
Is not the same.
What is the reason why the Service Commission has not been publicized?
Do you consider it ethical for our professionals to be deprived of employment opportunities and rights for the ideological issues of their families in other political formations?
From the Municipal Group of the PSOE, we want to know the position of the municipal group of Citizens, who has talked so much about the defense of workers, the role of trade unions and the support for things well done, asking if they agree on the decision adopted
Finally, we ask the Popular Party group for explanations, and if its motto is: "It is not political, it is Caravaca", please tell us where all this fits.
