The Municipal Socialist Salvador Gomez asked for clarification, Councillor of Finance (10/12/2009)

In the plenary session on November 12, 2009 was originally adopted to amend the Tax Ordinance 2010, which among other ORDINANCE amending the Property Tax (IBI), slightly lowering the tax rate that applies City Hall.

For example the type of IBI Urbana that was going for 0.68% to 0.63% if we consider that it would lose even more (about 0.60%), since municipalities have the power to set the tax rate implemented in the IBI, which can vary between 0.4 and 1.1%, so that municipalities that decide in the end if the taxpayers pay more or less based on assessed values.

Since there had been no review of assessed values from 1990 to 2007, the year in which the real estate speculation was at its highest point, this situation has led to a marked increase in IBI with general price increases which exceed the 50% and in many cases more than doubled, especially in those rustic, which now joins the poor economic situation of many families, which has caused considerable unease among local taxpayers.

For our part we believe it is possible to reduce a little more than the tax rate so that the pressure of this tax (the increase) is not excessive.

Also believe that should not be now somehow compensate the IBI the drop in revenues for other items.

For this reason we have submitted arguments now that is public information and what we opposed in the debate last plenary.

Our surprise comes when the municipal engineers tell us that there is no time to resolve our claims about the late first Ordinances were approved.

We are further informed that if not retired, the Ordinances may not be published before 31 December so that they are in effect at January 1, 2010, so next year would apply the highest previous rate, the opposite of what we want.

According to Alfonso Sanchez said, with this responsibility and we have retired, but "we express our complaint and publicly upset by this situation by failing to meet deadlines as it should in this case Mr. Salvador Gomez, Councilor of Finance" since in practice "is limiting not only our right of any citizen, to submit claims, which obviously we are concerned and it should give some explanation to the citizens."
