PSOE: Work on the auditorium will not be completed by 2019 at the latest postponement of payments (20/12/2012)

The applicant understands that the awarded project height, 42 m, violates the General Plan.

The Governing Council of the CARM has been postponed for the third time the funding schedule of works Caravaca Auditorium (Multifunctional Cultural Centre).

As a result of this new deferral, annuities are deferred pending the period 2016 - 2019, so it follows that the auditorium will not be completed until 2019.

This is what has the Decree published on December 18, which shows that this postponement was officially adopted into the deficit reduction goals of the region.

The new box is as follows for the financing of Phase II:

As shown, the City Council has yet to provide 3 million euros (not has nothing to date).

The CARM has already transferred 5.5 million between Phase I and Phase II.

This decision comes CARM to agree with GMSocialista, because we have asked several times in the House, about the critical situation we are facing, the stoppage of work on the auditorium and its continuance in the present circumstances, in which the City is having serious difficulties in providing basic services to citizens, as happens across the CARM.

In addition, we have been asking the modified project to reduce the total cost of the work and its subsequent support without Mr. Gomez, Councilman Works and Services, let alone Mr. Vilches, Councillor of Finance, have deigned to offer anything concrete, so far, none of these issues.

But if this were not enough, the City faces two Contentious watched for judgment filed by INTERSA, one of the companies that competed in the award process of the project, construction and equipping of the auditorium.

In the first, used the award to INTERSA Ferrovial - Agromán and subsequently signed the contract, mainly for breaching the General Plan (PGMO), claiming some 550,000 euros by the forgone profit or loss, unless it were possible (which is difficult) roll back the actions in the award process.

In the second dispute, is discussed in urban legality of how high the awarded project, which reaches 42 m above ground, when the maximum allowed for that area is much lower, being contrary to the provisions of PGMO Caravaca and subsequent Special Plan drafted for this purpose, as the applicant understands.

The situation may be more complicated and uncertain for the future of the works of the Auditorium.

From him right in the first place to INTERSA TSJ, for violating the PGMO with the award, we understand that the structure works executed and management will be left out because exceed the maximum height allowed, among other things, and be practically unfeasible rectify the project now, let alone roll back the actions at this point, in addition to any compensation that may face the City, so it would be facing an even more complicated than the UTE Caravaca.

The other unknown is when and how you will put the City in accordance with the contractor, Ferrovial - Agromán, to agree the suspension of work at the continued delay in funding, and the potential of the project changed and the resulting signed contract review, which works should be completed and delivered in December 2011, thus to avoid further litigation in this case with Ferrovial - Agromán.

Since the GMS consider the PP has become poor management has to do all this, put it wrong from the outset, as the project awarded greatly surprised by its height and impact on the Old Town, so it might be contrary to PGMO as well formulated in the present we argue that in a timely manner.

Now we can only insist to avoid the worst and hope that the consequences of this mismanagement are the least burdensome for all Caravaqueños.
