Summary and Balance 2011 - Socialist Municipal Group Caravaca (28/12/2011)

From the Municipal Socialist Group, we summarize a year and take stock of the past year, 2011, a difficult year to say goodbye now, especially the scourge of economic crisis that has hit our training electorally.

If we speak in local key, the socialist group has a crucial challenge, from the analysis, learning from mistakes and with the greatest degree of consensus and unity among members and supporters, working for a new Local Executive, your Secretary / to General, to be elected after the next Federal and Regional Conferences, with the imperative objective to excite the socialist family, encourage activism and work for the great ideas that move us the benefit of the citizens of Caravaca should be and are the recipients of our work.

As this work is concerned, from the municipal group Socialist opposition have sought to make a serious, rigorous and powerful at once, which has dominated our contribution line of initiatives and proposals on the one hand, and on the other have intensified denouncing the work of municipal mismanagement, and requests to give clear explanations to political groups and citizens and to take responsibility, namely the Mayor, who clearly is being overwhelmed by the problems confronting the City Council:

- We are referring mainly to the ruling of the UTE Caravaca, conviction for the council, which is firm but not being challenged by the Consistory to the Supreme Court, makes a very delicate situation to the City of Caravaca, which has no solvency or ability real debt, nor legal to cope.

Nor has public land assets could be sold to satisfy such amount.

It is likely that by mid 2012 ruling by the Supreme Court, before the claim of the joint venture of more than 10 million euros.

In any case, we reiterate once again that this is to assume political responsibilities.

At the time we ask for the resignation of Mr. Amador Lopez, former Councillor for Urban Development and is now the mayor, Domingo Aranda, the political chief of the City embark on this project flawed from the outset and in addition to being unable to stop in time before the volume of work performed, some no priority for the City Council was unaffordable.

- Another issue for which we have insisted for more clarification is the status and future of Jubilee Caravaca.

I been asking, without success, the Mayor, the drafting of a viability plan with the greatest consensus and to convene and report to its Board of Directors of the measures to be taken as is required, which has not occurred despite of repeated requests in writing that we have made.

Anyway, all we know (by the media) is a proposed workers ERE with a 50% reduction of working hours.

We still do not know what to do with the agreement with the Brotherhood, why they have removed from the Jubilee Caravaca offer guided tours to the Sources and Old Town, as defendants, remains closed or why the Interpretation Center of the Tower Sources, especially on weekends when so many people come to the site.

- In another vein, we are concerned works we see the future looming Auditorium.

No need to remember that this project, with those glass towers leaning, we do not architecturally the most appropriate for their impact on the edge of Old Town, as we have repeatedly stated.

The building had to be completed in 2012, but last June, at the request of City Council, the Autonomous Community (CARM) authorized a deferral of payments until 2014, where the City has yet to provide 3 million for this work euros (9 million the CARM).

However, a recent decree of the CARM this December, postponing the final payment until 2015 and as a result of the works.

This means that the works will be halted long enough unless the developer is eager to continue working without pay.

- In the field of infrastructure, we want to emphasize what we have fought in the first months of 2011 with efforts to correct termination of variant Barranda, exposing the many shortcomings in the execution of the works and particularly dangerous points presenting, an issue that has fortunately been resolved.

A similar arrangement could mean sidewalks on Highway of Granada and its surroundings.

We regret that it has done the same with Miguel Espinosa, opposite the Hospital, without a doubt the worst street in town status.

We also regret that with the problem of flooding of some streets and flooding the network with the rains, the PP government team has not taken into account at the time the bills submitted by the PSOE to end this problem.

Will persist throughout 2012 in the drafting of a Comprehensive Plan of the Municipality Infrastructure that includes the problem of rainwater.

- On the other hand, still waiting to know what to do with the trash service and street cleaning.

The contract expired a year ago CESPA without clarification of the failures and the loss-making service provision, as asked.

Either way, the City of Caravaca should intervene directly in the management of the service.

- In terms of tourism and heritage, we would like to know if they are likely to be actually the announced recovery of the Historic Site of The Incarnation, something for which we have always placed with the enhancement of this unique environment with the restoration of walls Iberian settlements and, as we would like to know how much will have to continue working with the Ways of the Cross.

- Ended up wishing that starts in 2012, in a clear, the path of economic recovery and employment.

Our best wishes to all residents of Caravaca and especially for those families in the current circumstances are faring worse.
