The PSOE proposes to the City Council to declare the municipality of Caravaca de la Cruz in a climatic emergency (24/09/2019)

Last Monday, September 23, the socialist mayor Enrique Fuentes presented a motion on the climate emergency at a press conference.

On our planet, changing weather patterns are known, known as climate change, with threats in food production, sea level rise and, unfortunately, also risks and floods, among other consequences.

It is an environmental crisis that is seriously altering our ecosystems and endangering the ecosystem services they provide to humanity and that are absolutely essential for the maintenance of our societies.

Industrialization, deforestation and intensive agriculture affect the increase in Greenhouse Gases, accumulating in the atmosphere and causing increases in the global average temperature.

This is the main problem in terms of pollution and climate change.

Proof of this are the recent reports IPBES (Global Assessment Report on Biodiversity and Ecosystem Services) and the IPCC (Special Report on the impacts of Global Warming) made by the Intergovernmental Panel on Climate Change, which aims to address the problem in a scientific way and provide information to local and regional institutions so that they find and approve mechanisms to alleviate the consequences of climate change, and related emission paths, that warn of a direction that leads to a drastic transformation of the planet's ecosystems (more than one million species are threatened by human activity).

It is also on the verge of the point of no return to climate change;

In that sense, the conclusions of the IPCC are enlightening: Climate change is real and human activities are the main causes.

They also warn that certain inflection points could have been overcome, leading to irreversible changes in our ecosystem and our climate.

Therefore, one of the greatest challenges of our time is to mitigate this climate change, adapt and combat it, individually and collectively.

Our municipality is no stranger to this serious problem so, from Caravaca City Council, we must also take sides, not remaining on the sidelines, so as not to turn its effects into a constant.

It is a priority to assume the fulfillment of real and binding political commitments, with the consequent allocation of resources, to face this crisis.

Design and implement a work plan capable of guaranteeing the necessary annual greenhouse gas reductions, abandoning fossil fuels, betting on 100% renewable energy and reducing net carbon emissions to zero as quickly as possible, urgently and as a priority , in line with the indications in the IPCC report to limit the increase in global temperatures to 1.5 ° C.

A state of climatic emergency implies a transversality of municipal policies, a reorganization of resources and adaptation of measures that are compatible with sustainability and the reduction of climate impact.

For all this and considering that in this September the UN Climate Action Summit is held, where it is intended to make visible the impacts of climate change, the analysis of temperature indicators and the implementation of a bold regulatory framework , demanding and viable to put a brake, through concrete measures, to the alteration of the climate.

Concerned about the impact on our municipality of climate change and its effects, the Socialist Party of Caravaca, will take to the next plenary session on September 30 a motion on the climate emergency in which we propose to the Municipal Groups of PP and Citizens to adopt the following commitments:

Declare the municipality in Climate Emergency and reverse all urban, commercial and mobility expansion policies not in accordance with this statement.

Establish the necessary political, regulatory and resource commitments to guarantee greenhouse gas reductions in its management environment to reach zero net balance no later than 2050, as well as stop biodiversity loss and restore ecosystems as the only possible response to avoid a collapse of all natural systems, including the human.

Promote the progressive abandonment of fossil fuels, betting on 100% renewable energy urgently and as a priority.

For this purpose, this city council will analyze how to achieve this objective and propose the necessary action plans, among others:

Do not support new infrastructure or equipment based on fossil energies, achieve full 100% renewable electric self-consumption and sustainable mobility as soon as possible.

Promote the use and construction of pedestrian spaces and bet on the recovery of public space in a sustainable and ecological way.

Prioritize sustainable, collective and non-polluting transport models.

Reduce energy demand to sustainable consumption and promote increased energy efficiency and renewable facilities

Promote knowledge and information on climate change and sustainable and environmentally friendly life models in educational spaces.

Avoid from the local Administration those banks that finance projects based on fossil fuels.

Support management focused on the preservation and recovery of fertile land and the adoption of erosion brake measures, as well as the non-overexploitation and recovery of aquifers.

Determine support, tax benefits and development plans for the rural areas of the municipality, as well as the promotion of sustainable agricultural uses and practices that can contribute to climate change mitigation.

Advance, in the development of a local and proximity economy, that helps to combat the effects of climate change and the reduction of Greenhouse Gases.

Design and implement, through citizen participation and strictly transparent channels, strategies and action plan to combat climate change in our municipality in terms of energy, recycling, mobility, food, education, employment and democracy.

Do it also from a gender and equality perspective and integrating especially vulnerable groups.

Urge Regional and State Administrations to work in the same direction, as well as to sign and fulfill all international commitments on Climate Action.
